The Officer charged our client with Driving While Suspended under 16-303 (c). J.R. knew that it was charged incorrectly and explained to the prosecutor that it should have been charged under section (h). The prosecutor tried to amend it to the (h) charge but J.R. wouldn't agree and the case was dismissed with prejudice.

I hired J.R. to defend a friend charged with multiple offenses arising from a drug arrest - possession, child neglect, and reckless endangerment - all serious charges, felonies, and all with likely jail sentences. It was a first offense for all of these charges, but that alone would not have been enough to keep my friend out of jail. J.R. knows personally the judges in Baltimore County, and the offenses each dislikes the most. That kind of nuanced understanding of the judges in Baltimore County can be the difference between home detention, or rehab, or probation, and 18 months in jail, and away from your kids, in the case of my friend. Beyond that, as a former prosecutor himself, he knows the states attorneys just as well. He also knows now, as a defense attorney, how to weaken and defeat the prosecution's case, which is what he did for my friend. The possession was thrown out, and probation for the other two. My 18 year old daughter found herself in trouble with the law for speeding 20 miles an hour over the speed limit and possession of marijuana. I hired JR Francomano for my Circuit Court indictment for possession of heroin with the intent to distribute, conspiracy to distribute heroin and possession of heroin. I was facing 44 years if given the maximum sentence for each charge. The state's attorney offered me 4-8 years. After JR had a pre-trial conference with the state's attorney and the judge and got them to agree to a no jail sentence with probation if I pled guilty to conspiracy to distribute heroin, which is not a felony. He was extremely reliable and if I ever called him he would return my phone call within 24 hours. He was extremely cordial and knowledgeable. I would recommend him to anyone!

Maryland's Expungement Law is going to change on October 1, 2015 allowing individuals to expunge charges that previously were not allowed under the law. The old Maryland expungement laws stopped individuals from expunging their record if they had a “guilty” finding or had been convicted of a crime, other than a minor traffic offense, since the eligible charges. What that meant before was if you had a case that was eligible for expungement and since then you had been convicted, you could not expunge that eligible case. But the new Maryland expungement law changes all of that and now you can have an eligible case expunged even after you have been convicted of another crime.
Client was charged with: Driving Under the Influence; Driving While Impaired; Speeding; Failing to Display License; Negligent Driving; Failing to Drive on Right Side of Roadway; Violating a License Restriction; Driving a Vehicle in Violation of License Restriction Under 21. J.R.'s client was driving his motorcycle with his brother in Carroll County back in April of 2012 when the Defendant pulled in front of him and caused him to hit the guard rail. Trial was set for May 2015. After telling the insurance company for a year and half that we were going to court they finally settled the case for the amount we requested in the beginning, $25,000. Just goes to show you if you are determined and prepared things eventually go your way.
J.R. Francomano successfully defended his client in a Protective Order Hearing in Baltimore County District Court. It was alleged that his client had assaulted and threatened the person who filed the protective order (the petitioner). A Temporary Protective Order was granted in February of 2015. At the hearing J.R. cross examined the petitioner and she made several false statements, which J.R. pointed out to the Judge. After all of the testimony the Judge denied the petition for the Protective Order ruling that there was insufficient evidence of abuse. Once the Protective Order was dismissed the client was able to see his child that he hadn't seen in more than two weeks.
J.R.'s client went to the dentist on May 3, 2014 to have an infected tooth removed. The Dentist removed the wrong tooth. The client after three days of tormenting pain was able to see another dentist and get the correct tooth pulled. The Insurance Company stated that they would only pay $2,000, $1,000 for the bills and $1,000 for pain and suffering. After telling them over and over absolutely not we are going to Court they finally came up to $17,000 and we were able to settle the case. And the client had a very merry Christmas.
